Female inmate forced to share cell with trans male who was convicted of repeatedly raping his daughter

FOND DU LAC, WI - According to The Daily Signal, a female prisoner incarcerated in Wisconsin is being forced to share a cell with a biological male pretending to be a female. 

The inmate, Katelyn McGraw, is incarcerated at the Taycheedah Correctional Institution in Fond du Lac, Wisconsin, where she was sentenced following a conviction of possession of narcotics and jumping bail. She was placed in prison at the end of last summer, and her fiancee says he’s hopeful she will soon be transferred to a minimum security facility. 

However, she recently began sending disturbing messages to her fiancee, Raymond Slater II, complaining about her cellmate, a transgender man named Mark Campbell, who also shares a bunkbed with her. McGraw told Slater that Campbell engages in “constant masturbating, sexual comments, and aggressive behavior,” which McGraw finds deeply disturbing. She recently asked Slater to find out what Campbell is locked up for. 

“I’m just sooooo extra stressed out with this weirdo under me,” she wrote in one message, which Slater shared with The Daily Signal, sent in mid-February. They communicate through a platform called CorrLinks, which inmates use to communicate with loved ones. However, sometimes, prison officials will hold messages being sent or received so they aren’t sent promptly. 

What Slater found out disturbed him greatly. He found a Daily Signal report from September 2023, in which it was revealed that Campbell had been convicted of raping his daughter and is a registered sex offender after being convicted of first-degree sexual assault of a child. 

Since Campbell claims to be transgender, he is housed in the women’s prison and has been there since August 2022. 

McGraw spoke to The Daily Signal via CorrLinks and advised the outlet she was transferred to the facility’s psychiatric services unit earlier in February. The Daily Signal reached out to the Wisconsin Department of Corrections for comment on the story and permission to interview Campbell in person, however, no response was received. The outlet also asked if Campbell is being housed with other female inmates. Again, no response was received. 

“They moved me to Monarch [the psychiatric unit] because they believe Campbell over me,” she said in a message to the Daily Signal on February 19. “He told them I’m delusional cuz I said he was masturbating all the [time] which was…and they told me if I refuse to go to Monarch I’ll go to [segregation].

“Anything is better than a cell with him,” she added. “He [asked] me when he first moved in if I have any friends cuz they’re gonna be curious if I [have] seen his vagina cuz it looks great and the surgeon did an amazing job and how its fresher than ours.” 

McGraw said she was “traumatized” by Campbell’s statement. 

“I don’t wanna see nobody’s privates,” she wrote. “Yuckkkk. Also he told me he don’t have a clit or can’t cum, I said I don’t care, I don’t wanna knowwwwwww.” 

According to prison records, McGraw is 31 years old, is only five feet two inches tall, and weighs 150 pounds. Her fiancee, Slater, said her father sexually abused her as a child and also taught her to use drugs when she was a young child “so that he could start abusing her.” 

Slater said McGraw led a hard life and has been in and out of prison for the past seven years. However, he noted this is the first time she has complained about the treatment she received from guards and other inmates. 

Before her being moved, Slater told The Daily Signal he was concerned his fiancee would be sexually assaulted by Campbell, as well as beaten, and that the guards wouldn’t do anything about it. 

“It’s all very heartbreaking to me,” he told The Daily Signal in a text. 

Campbell, meanwhile, is 52 years old, five foot nine inches, and weighs 225 pounds. His prison photos show him with long hair and wearing makeup, including eyeliner, eye shadow, and blush. 

According to court records, Campbell sexually assaulted his daughter while her younger brother was home, and that “her little brother would sometimes come into the room while the sexual assault was occurring.” 

“I can’t believe that the people in charge here decided to put her in the same cell as a man that raped his 10-year-old daughter knowing Katie’s background,” Slater said. 

According to MEAWW.com, Campbell initially requested transgender surgery to transition from his biological sex in 2013, however, the DOC initially denied his request. In 2016, Campbell sued the Department of Corrections, accusing them of being “indifferent” to his “medical needs” by refusing to pay for his sex-change surgery. 

In 2019, the 7th U.S. Circuit Court of Appeals ruled that DOC officials couldn’t anticipate that denying Campbell such surgery was a violation of his rights. In December 2020, however, a federal judge ruled that the State of Wisconsin had to offer him transition surgery on the taxpayer’s dime and was obligated to move him to a women’s prison while he awaited that surgery. 

Campbell remained in men’s prisons until August 2022, when he was moved to Taycheedah Correctional Institution, which, according to the prison’s website, “provides female inmates with a safe and secure environment that is gender-responsive.” 

In her messages with The Daily Signal, McGraw described her experience in prison as stressful and unhappy. She said guards didn’t believe her when she complained about Campbell. She was also forced to listen to him masturbating in the bunk below her. 

When she asked him to stop, he “went crazy” and “snapped,” she told The Daily Signal. 

“[Campbell] punched the top of my bunk a bunch of times, then said, ‘[You wanna spaz out let’s spaz out,’ threw [his] cast off, put [his] fist up as I’m laying in my bed,” McGraw wrote. “Like, wtf, what a sick psychopathic weirdo.” 

“Really can’t believe they got me in this cell with a man!!!” she concluded. 

Several messages McGraw sent discussed Campbell’s obsession with masturbating. 

According to a doctor from Johns Hopkins Medical Center, Campbell may have received a vaginoplasty, where surgeons remove the male genitalia and fashion the area into a fake vaginal canal complete with external genitalia. 

“To create the vaginal canal, the surgeon uses a combination of the skin surrounding the existing penis along with the scrotal skin,” explained Dr. Fan. Liang. “Depending on how much skin is available in the gentle area, the surgeon may need to use a skin graft from the abdomen or thigh to construct a full vaginal canal.” 

Such a procedure costs between $25,000 to $30,000, with a recovery time of between six to eight weeks. Liang told The Daily Signal that such a fake vagina is fully functional, however, patients should avoid any type of sexual activity until twelve weeks post-op. 

One of the procedures post-op concerns patients having to “dilate” the area, which involves “inserting a medical grade dilator into the vagina to keep your vaginal canal open as it heals.” 

For Campbell, however, McGraw describes that process as “sickening,” noting that he “literally shoves bananas inside of him or hot gots, he told me when he moved in and uses shampoo and f**ks* himself.” 

The Daily Signal previously reported that over half the men housed in Wisconsin DOC facilities who identify as transgender women have been convicted of at least one count of sexual assault or sexual abuse. 

That information was obtained from records obtained by The Heritage Foundation’s Oversight Project via a 2022 public records request. 

The records revealed that out of 161 biological men housed in Wisconsin DOC facilities who self-reported as transgender, 81 (50.3%) have been convicted of at least one count of sexual assault or sexual abuse. They may also have been convicted of additional offenses that are not sex offenses, the records showed. 

Some of those crimes included sexual exploitation of a child, sexual exploitation by a therapist, forced viewing of a sexual act, rape, sexual intercourse without consent, incest, sexual intercourse with a child, indecent behavior with a child, enticing a child, and more.
